Review the assembled packet rather than the template
A template can be correct while the final packet is wrong. The customer's name may come from an outdated profile, a bureau address may be copied from an old document, or an attachment may have disappeared during export. A preflight review checks the actual file that is about to leave the agency.
Define the unit of review as one intended recipient, one client and one assembled submission. If a process generates several bureau-specific files, inspect each one separately. Similar filenames do not establish that the contents are isolated correctly. The reviewer needs access to the approved factual basis and the assembled output together.
Start with a simple decision: ready, returned for correction, or waiting for evidence. Record who made the decision and which file version it covered. This prevents an earlier approval from being reused after the document changes. Preflight is a quality-control step, not a prediction about the investigation result or a substitute for the customer's review and authorization.
Check the recipient and the factual basis
Confirm the intended recipient against a current authoritative instruction or the relevant report. A credit reporting company and a company furnishing information have different roles; do not use their names or addresses interchangeably. The CFPB's dispute guidance explains the distinction and recommends describing the specific information believed to be wrong.
For every disputed item, identify the account reference, field, observed value and reason for the concern. Separate a verified correction from a request to investigate an unexplained discrepancy. If the correct balance is unknown, the packet should not invent one. If a date could not be extracted, resolve the source question before presenting that extraction problem as inaccurate reporting.
Check that the letter's requested action fits its explanation. A request to correct a payment notation should not accidentally demand removal of an unrelated account because the template contains a broad default sentence. Clear, item-specific language gives the reviewer and recipient a shared description of the problem.
Reconcile every enclosure claim with an actual file
Read every sentence that mentions an enclosure, screenshot, statement or report page. Then find that item in the final packet. A document listed in the agency's case notes is not necessarily attached to the exported file. Verify the assembled output rather than relying on an attachment checkbox in a preparation form.
Use a short enclosure manifest: item description, relevant page, source reference, inclusion decision and final position in the packet. Avoid adding unrelated documents to make the submission look more substantial. The CFPB advises sending copies of supporting documents and retaining copies of the dispute materials. Preserve originals through the agency's established process.
Inspect readability after export. A scan that looks clear at full size may become illegible when reduced or printed. Check page orientation, clipped text, covered identifiers and unexpected blank pages. Redactions should preserve the information needed for the intended review. When uncertain about what information a particular process requires, consult its controlling instructions rather than guessing.
Practice on a deliberately imperfect synthetic packet
Create a fictional packet with four intentional defects: an old mailing address, an enclosure listed but absent, a second bureau's account reference and a sentence claiming a correct balance that the evidence does not establish. Keep all names, account references and report content fictional.
Give the packet and its source notes to a reviewer who did not prepare it. The reviewer should identify each defect and return the file with a specific correction request. “Fix the letter” is insufficient; “remove the unsupported replacement balance and describe the observed discrepancy” gives the preparer a usable instruction.
After correction, export a new file and repeat the review. Confirm that the earlier approval state does not automatically carry over. Reopen the saved output from its final location rather than from a temporary editor preview. The exercise tests whether the workflow catches realistic preparation errors, not whether staff can recognize an obviously broken sample when someone tells them exactly where to look.
Connect approval to the actual sending event
Keep preparation, approval, sending and delivery as separate events. A completed PDF remains a prepared file until an actual submission or mailing occurs. Record the channel, event date and available evidence when that happens. Do not generate a delivery date from an internal completion button.
If the file changes after approval, determine whether a new review is needed under the agency's procedure. A corrected typo may have a different review path from a changed account allegation, but the rule should be explicit. Preserve the version that was actually sent and a record connecting it to the approval.
Review returned packets periodically to identify recurring causes: stale profile information, missing attachments, unsupported defaults or confusing recipient selection. Improve the source workflow where the error begins. Preflight should provide a final check, not become a permanent workaround for a preparation process that repeatedly creates the same defects. Record observations honestly and keep unresolved questions visible until someone has evidence to close them.

Frequently Asked Questions
Does preflight guarantee a successful dispute?
No. It checks the accuracy and completeness of the prepared submission. Investigation outcomes depend on the facts, evidence and applicable process.
Can approval apply to a later version automatically?
Define the review rule explicitly. A material change to the factual basis, recipient or enclosures should not silently inherit approval for an earlier file.
